The process of making the ideal shelter model
Let’s discuss the ideal shelter we think.
First, it is important for women to involve in shelter administration.
By doing so, consideration for women is well considered,
which improve women's position in shelters.
When we interview Ms. Atsuko Takahashi, the chairman
of the Disaster Prevention Network, she taught us
that women tend to be forced to do the same work as
housework, such as cooking. I think it is crucial
for both men and women to be in charge of cooking
so that women do not feel dissatisfied with the
heavy burden on women.
In other words, it can be said that women's
participation in shelter administration is essential
to eliminate the sense of unfairness in the division
Now let’s think about the necessary equipment in a
shelter. However, before that, we should decide the preconditions
in detail, such as how long has it been since the
disaster occurred, and whether electricity, water,
and gas are being restored. Otherwise, it is difficult
to create a shelter model that meets the needs of
evacuees. What about the preconditions?
I think we assume the shelter when about a week has passed
since the disaster occurred because there are some supplies
and equipment in the shelter and it take about a week to move
from the emergency stage to the recovery and reconstruction
phase in the case of a disaster which shelters are established
for more than a week. According to Ministry of Internal
Affairs and Communications, "2017 White Paper on
Telecommunications – Damage Overview of Lifelines etc.,"
the restoration of electricity, water, and gas took several
months after the Great East Japan Earthquake, and several days
to several weeks after the Kumamoto Earthquake. It is likely
that electricity, water, and gas have not been restored
after a week. So, I think we should assume that only one
week has passed since the disaster occurred, and electricity,
water, and gas have not yet been recovered.
I think it is good.
Let’s move on to the topic of specific equipment. I think we
should set up a large number of passages so that it is easy
to move around the shelter. Because evacuees can move easily,
it is easy to receive supplies and to go to the restroom,
it is also a prevention of economy class syndrome.
I think it is important to set up a counselling room, a place where
women can become easy to talk about a woman special problem.
I think so. We need to prepare a private room in order to
protect the right of privacy of people who want to have
counselling. In addition, we should place women counselors.
If women have the information about counselors, they can consult with counselors in peace. I think it is a good idea to post it on the message board.
I suppose we should post a consultation desk for anxiety,
worries, violence against women, etc. on the message board.
I think it is convenient and safe to install women's restrooms
and women’s changing room near women’s living spaces.
Speaking of security, women should gather in the place that
is not seen from the doorways.
I think the distribution space should be separated from the
men's living space.
It is also important to distribute supplies for women by women.
In other words, it is better to set up women's living spaces
near women's restrooms, women’s changing room, and the
distribution space of supplies for women. Then, we install
equipment related to women and women’s living spaces on the
right side, and equipment related to men and men’s living spaces on
the left side in the shelter.
I think that the supplies storage space is near the schoolyard
so that the supplies placed in the unloading place can be
carried in the shelter immediately.
I think it is good to set up the interactive
space where evacuees can chat, study, and play.
If there is a space where evacuees can interact with each other,
I feel that interaction with others ease agony of them a little.
I hear that some people feel that children are noisy when
children are playing, and I think it is better for children
to move around in a large space. I think it is good to set
up space for children to play elsewhere.
Right. Then, let's make children’s playing
space next to pets’ space in the schoolyard.
I think the space per person should be set to 3.5 square
meters by the Sphere Standard, what do you think?
I think it is good in principle, but... I think that it is not
good to set to 3.5 square meters uniformly, because the
physical constitution between children and adults is different.
I guess so.
Then, it is better to consider the area per person for each age.
How about this?
Children aged zero to two: 0 square meter
Children aged three to five: 1.75 square meters
Children of six and above: 3.5 square meters
What about the restrooms?
Evacuees cannot use the restrooms in the gymnasium
because the water is cut off.
They cannot use the restrooms, to be sure, but by installing
portable toilets, they can use them as restrooms.
I see. However, because the number of restrooms is not enough,
it is necessary to set up temporary restrooms in the schoolyard.
The ratio of women's temporary restrooms to men's
temporary restrooms is 3:1 based on the Sphere Standard.
I think evacuees feel reassured if there are deodorant and sanitizer
in the restroom. Sanitary waste receptacle and supplies for women
also required for women's restrooms.
I think it is good to install a multipurpose restroom
because various people are evacuated to the shelter.
I think that some gymnasiums have no multipurpose restrooms,
so it is better to install a temporary restroom that can be used
as a multipurpose restroom in the schoolyard.
How large does the changing room need?
The number of people used the changing room changes widely
depending on the time of day. I think that it is possible to save
the waste of space if evacuees can use the space for other
How about making a room which contains women’s changing room,
space for putting on makeup, and nursing room? Women need
women’s changing room and nursing room, of course, but I think
that it is better to set up space for doing makeup because
women feel stressed when they cannot do makeup, or they can
smile by putting on makeup.
I think that the name of the space is the multipurpose space for
women. For women's changing room and nursing room, we need
to prepare partitions because, some women who are nursing
worry about the eyes of people around.
I think it is a good idea to put movable partitions. Evacuees
can change the size of each space according to the condition
of congestion because partitions are movable. For example,
in the morning, everyone changes their clothes and the
changing room is crowded, so they widen the space of the
changing room. But during the day, there are not many people
who use the changing room, so they widen the area of the
The idea is good because evacuees can use a limited shelter
space effectively and maintain their privacy. I think that it
is better to use men’s changing room for various applications
as the multipurpose space, so let's make a multipurpose space
What is necessary for the multipurpose space?
Off the top of my head, I come up with face masks, tissue,
eye masks, a change of clothes and underwear, towel,
and an opinion box.
I think it is good to put application for reservation of consultation
room in a multipurpose space rather than a place where there
are many people, such as the doorways, so that consulters are
not seen by other people when they take the application form.
It is a good idea to keep them in a shelf because evacuees
can take freely what they need.
It is good to prepare mirrors, diapers, baby wipes, work gloves,
boots, and hats in the multipurpose spaces.
I think lights in the tent in the schoolyard is necessary so that
women can spend time in peace. Lights that glow with batteries
or photovoltaic cells can be used even if electricity have not
